A snow windrow is the ridge of plowed snow left at the edge of a road. It is a storage decision made at speed, and its position decides whether spring melt reaches the drain or the pavement.

The row is a storage decision, not a disposal decision

Plowing moves snow; it does not remove it. Where the row ends up is where the snow will sit until it melts, and the melt has to go somewhere. The design question is therefore where the meltwater can leave without crossing the pavement, and the row's position answers it.

Why the same row is right in one place and wrong 200 m away

A row set back from the shoulder on a straight, open section is storage. The same row at an intersection is a hazard, and the same row over a culvert is a flood. The geometry of the site, not the depth of the snow, decides which of the three you have made.

Depth is a red herring. A shallow row over an inlet fails as surely as a deep one, and it fails earlier in the melt, when the ground is still frozen and there is nowhere for the water to go.

Boundary: snow windrow, snow fence drift, and snow storage

A snow fence drift is placed by the wind before plowing. A snow windrow is placed by the plow. Snow storage is the designated area the design sets aside. Three different things that all end up as a ridge of snow, and the trade press uses the same word for all of them.

The misreading to name: reading a snow-fence design and applying its setback to a plow row. A plow row does not have a porosity and its drift is already placed, so the fence arithmetic does not transfer.

Where this manual disagrees with common practice

The manual holds that the inlet protection rule should be enforced by marking the inlet on the ground before the season, not by retraining operators each year. The failure repeats at the same location, which means the information exists and is simply not where the operator is looking. A painted marker is a better fix than another briefing.
