A row turner lifts the windrow, mixes it, and drops it back re-formed. Turning aerates, redistributes moisture, and moves the outside of the pile to the inside, and it does all three at once.

Turning is three operations wearing one coat

A turner is bought for aeration, and it also does two other things whether or not you wanted them. It homogenises the pile, which is usually good. It also cools the pile, which is sometimes bad, particularly in winter or when the pile is being held at temperature for a pathogen rule.

Why the timing of a turn matters more than the machine

The oxygen a turn introduces is consumed within hours, so the benefit is proportional to how often you turn, not to how vigorously. The temperature rule in the regulation names a number of turnings, and that number exists because turning is how the outside of the pile is brought into the hot zone where pathogens die.

A pile turned ten times in a day is not the same as a pile turned ten times over fifteen days. The rule counts events spaced out over time, because what it is trying to guarantee is that every part of the material has been in the hot zone.

Boundary: a turner is not a mixer and not a blower

A mixer combines feedstocks before the row is built. A blower supplies air without moving the material. A turner does both jobs badly and its own job well, and using it as a mixer is a common way to spend a day making an uneven pile.

The misreading to name: buying a turner to fix an odour problem. Odour usually comes from the feedstock mix or from waterlogged ground under the row, and turning a wet, nitrogen-heavy pile makes the odour worse before it makes it better.

The manual's argument with the equipment literature

The manual holds that turner capacity is the wrong first specification. The first specification is the row profile the process needs, and the machine is then chosen to build that profile. Buyers who start from the machine end up with a row shaped by the machine, which is how pads end up with rows that are too wide for their height.
